Establishment of pre-qualified Consulting Firms roster
The African Development Bank hereby invites firms to indicate their interest for the implementation of specific project preparation activities under the AFT. The AFT is a project preparation facility whose objective is to reduce the infrastructure deficiency in the agriculture sector by developing a pipeline of investment-ready projects that are attractive to Development Finance Institutions (DFIs) and other agricultural finance organizations, and can engage private sector as sponsors. The Fund aims to defray the front-end project development costs and risk that commercial developers are unwilling to shoulder alone by financing upstream work of project design such as feasibility studies, market analyses and other activities necessary to ensure quality project design.
The AFT awards grant on a competitive basis to public and private sector entities to hire qualified firms to develop technical studies required for future debt or equity financing. Grant recipients must be from countries identified under the New Alliance Charter. Currently the fund has operations in Burkina Faso, Ethiopia, Ghana, Ivory Coast, Mozambique, and Tanzania, with the possibility of awarding new grants in Benin, Malawi, Nigeria, and Senegal. Eligible grant recipients include:
Private enterprises operating in the Agriculture Sector (including nationally or internationally) incorporated small and medium enterprises in the agriculture sector)
Public Institutions and their collective Representations, including: Government Ministries and related institutions such as State Owned Enterprises and Agricultural Boards involved in financing or implementing agriculture infrastructure projects:
National, Regional and International Financial Institutions including the various Organizational Units of the AfDB itself.
Eligible NGOs and CSOs that demonstrate the existence of a sound financial system that confirm capacity to assume fiduciary responsibility of AFT resources (clear accounting, budgeting standards, financial statements, audited accounts.
Pursuant to the program guidelines, after client screening, it is the intention of this REOI to expedite the firms’ selection process by pre-qualifying a small number of firms with the required technical expertise and experience. Common areas of required competence include:
Preparing Environmental and Social Impact Analysis (ESIA)
Establishing product certification for agricultural products targeted for export
Preparation of Business Plans
Preparation of Marketing studies
Preparation of feasibility studies
Preparation of soils and hydraulics studies
Engineering designs and costing
Legal and tax advice
Advice on investment structuring and financing
This request for expression of interest is open to Firms:
Incorporated in AfDB Member Countries
With proven experience in sub-Saharan Africa is essential
With institutional capacity of operating and preparing documentation in French or English (and on occasion, Portuguese) is considered a strength in the selection process.
With at least 3 years’ experience consulting in their areas of specialization.
That consist of at least 3 permanent professional employees
Not in the list of sanctioned consultants by AfDB.
In addition to the company profile, please provide specific cases of similar studies undertaken in Africa, as well as providing names and contact information for former or existing clients.
The expression of interest should follow the following format:
Details of the firm or consortium (including nationality of the firms and contact person) (1 page max.);
Detailed explanation of your strength, expertise, approach, and any information you believe to be relevant (approx. 5 pages);
Experience in similar assignments (approx. 2 pages);
CVs of Key Staff members (included as annexes);
Any additional documents/you believe relevant.
We suggest the firms to keep the submission below 10 pages.
The establishment of the roster of individual consultants and the selection procedure shall be in conformity with the Bank’s rules and Procedures for the Use of Firms and Consultants under projects financed by the Bank Group. Please note that inclusion in the roster does not imply any obligation on the part of the Bank to appoint a Consultant for an assignment.
